Under the leadership of the UNESCO-PREV Chair, in collaboration with CPN-PREV (Canadian Practitioners Network for Prevention of Radicalization and Extremist Violence), the Guidelines Development Committee will identify best practices in the prevention of radicalization leading to violence and develop guidelines that can be adapted to the reality and content of each country. Intended primarily for practitioners, these guidelines will be based on evidence from a series of systematic reviews led by CPN-PREV.

 

Committee Members

The committee brings together about sixty experts from different sectors, disciplines and countries to maintain a diversity of perspectives and experiences.

Process

The Consensus Guidelines Committee brings together experts from various sectors/disciplines from about 20 countries to ensure a diversity of perspectives and experiences. The main goal of this process is to develop evidence-based guidelines for practitioners on PVE. The consensus adoption process will depend on information obtained from systematic reviews led by CPN-PREV and the experience of the committee’s experts.

The entire process consists of six steps that, taken together, could take 5 to 7 months. The first two steps are preparatory to the Delphi process (https://www.rand.org/topics/delphi-method.html), which will begin in the third step.

The following steps explain the general procedure:

 

  1. Workshop “Prevention of Radicalization and Extremist Violence: Developing Evidence-Based Guidelines to Promote Efficient Intervention” in Ottawa on March 21-22, 2019.
    • The purpose of this workshop is to begin a discussion on recommendations from the systematic reviews and get your opinion on other recommendations that have not been considered in the empirical literature.
  2. Delphi process.
    • This iterative process involves sending an online questionnaire with the list of recommendations established in the CPN-PREV systematic reviews.
    • Experts are invited to indicate your agreement or disagreement with each recommendation.
    • If 85% of the committee agrees with a recommendation, we will consider that recommendation as consensual.
    • During this first cycle, the experts will be able to propose additional recommendations.
    • Recommendations that did not reach consensus will be modified in accordance with comments from experts.
    • A second cycle begins with an online questionnaire about non-consensual and newly-suggested recommendations.
    • If disagreement persists on some recommendations, the cycle is repeated. We anticipate a maximum of three cycles.
  3. The CPN-PREV and UNESCO-PREV Chair teams begin writing guides.
  4. A draft of these guides will be sent to committee members for review.
  5. Final publication of the guides.
