Debates on Bill 21 on the secularism of the state reflect the extent of its societal challenges. The purpose of this notice is to start a benefit and risk analysis of Bill 21, in terms of public health implications. This preliminary analysis is based on data available in Quebec for the period 1990-2019. It was produced by researchers in human, social and medical sciences, from the CIUSSS-CODIM University Institute SHERPA and the Research and Action Team on Social Polarizations.
