Guideline Development Committee

PROCESS

Currently under way, the evidence-based process consists of five (5) steps which, taken together, could take five (5) to seven (7) months. Here are the different steps to create the guides.

1. Workshop

The “Prevention of Radicalization and Extremist Violence: Developing Evidence-Based Guidelines to Promote Efficient Intervention” workshop took place on March 21st and 22nd, 2019 in Ottawa. Its purpose was to begin a discussion on recommendations from the systematic reviews and gather opinions on other recommendations that have not been considered in the empirical literature.

2. DELPHI Process (in progress)

This iterative process involves sending an online questionnaire with the list of recommendations established in the CPN-PREV systematic reviews. Experts are invited to indicate their agreement or disagreement with each recommendation. If 85% of the committee agrees with a recommendation, the UNESCO-PREV Chair will consider that recommendation as consensual. During this first cycle, the committee members will be able to propose additional recommendations. Recommendations that did not reach consensus will be modified in accordance with comments from experts. A second cycle begins with an online questionnaire about non-consensual and newly-suggested recommendations. If disagreement persists on some recommendations, the cycle is repeated. A maximum of three cycles will be done.

3. Drafting of Guidelines

The CPN-PREV and UNESCO-PREV Chair teams will begin writing the guides.

4. Review and Approval

Draft versions of these guides will be sent to committee members for review.

5. Publication of the Guides

The guides will be published and disseminated through the UNESCO-PREV Chair’s network.
