The phenomenon of “radicalization” manifests the depth of rupture with society in a number of young people. Therefore, the reconstruction of a citizenship pact between youth and the nation is an imperative for the public authorities. The January 27, 2017, law on equality and citizenship of is part of this perspective. Seraph Alava discusses its main features, as well as limits to its effectiveness. To reactivate the social bond and generate new citizen commitments, the law focuses on three areas: encouraging citizenship and the emancipation of young people, promoting social diversity and equal opportunities for housing and strengthening real equality.
